Joy Luangphaxay
SCSEP Regional Director
Joy Luangphaxay, LMSW, is a committed social work professional with over 20 years of experience in human services, compliance, quality assurance, and program management within nonprofit and social service organizations.
Throughout her career, Joy has taken on leadership roles in aging services, immigrant advocacy, and nonprofit management. She has effectively managed multimillion-dollar budgets, secured crucial funding, and led the growth of social service programs. As Assistant Executive Director at one of the largest outpatient behavioral health services programs on the East Coast, Joy played a key role in delivering high-quality care while overseeing compliance, staffing, and program development for Asian American, Pacific Islander, and Hawaiian (AAPHI) populations. Joy’s leadership also extends to disaster response efforts, including initiatives for COVID-19 relief, Census 2020 education, and voter engagement. She has pioneered workforce development programs, such as a pop-up thrift store and café, to provide vocational training for individuals with chronic mental illness.
A passionate advocate for immigrant rights and social equity, Joy is dedicated to ensuring marginalized communities have access to vital resources. She continues to strive for meaningful change through strategic leadership, program development, and policy compliance, with a focus on improving services for vulnerable populations.
Joy holds a Master of Arts in Social Work with a concentration in Community Organizing from Hunter College-CUNY and a Bachelor of Arts in Human Services from Western Washington University.
